Stopping 'fiscal cliff' to include tax increases

Today Obama said he is willing to work with Republicans on the fiscal cliff, but that any deal must include tax increases. He's saying, essentially, whatever happens, taxes will go up. Why is this a requirement of Democrats? They're always trying to raise taxes.
