I can solve major UK problem

The problem is "anti-social behaviour". It's so rampant that legislation exists to classify individuals as anti-socials, not unlike registering sex offenders in the U.S. Anyone charged with anti-social behavior can get an official "anti-social behaviour order (Asbos)". These orders are to keep people from certain behaviors and certain places. Like sex offenders, these anti-socials routinely ignore the orders.

A good summary of the problem is at the BBC.

The solution:

Instead of complex, ineffective, feel-good legislation, why not let the public deal with the problem on-the-spot? Specifically: A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
