Handicapped parking in California

The text on many, if not all, handicapped parking spots in California say, "Handicapped parking only." Fine, except that "handicapped" describes the parking, not the driver. This means that if you park so poorly that it could be described as "handicapped", you can legally park in the spot. Maybe it's an example of gender bias?
